International Conference On Effective Electoral Monitoring In Baku
International conference "Organization of Effective Local and International Monitoring" took place yesterday at the international press centre. The forum is organized by NGO Electoral League "SOS O3."

Leaders of some Azerbaijani parties and NGOs, CEC representatives, employees of U.S. National Democratic Institute (NDI) and Georgian Centre for Development and Cooperation take part at the conference.
Ivlian Khaindrava, head of NGO, has severely criticized elections in South Caucasian republics. "Level of significance of elections on the South Caucasus is dropping, because result of elections depends rather on electoral commissions, but not on electors. Electoral commissions are viewed as an appendix of presidential party," said Khaindrava. All these factors disappoint and frustrate people, he added.
David Seep, NDI representative, noted that sometimes international monitoring missions make statements that do not reflect real situation. He said within 48 hours international missions make preliminary assessment of elections and these hasty conclusions are far from reality. "We want international and local monitors to coordinate their activities. This could help to conduct elections in a democratic way and ensure active participation of electors at the elections," said Mr. Seep.
