Verification of the performance of government contracts for construction of the objects gasification in Kaluga region was carried out by the Regional Office of the Federal Antimonopoly Service (UFAS) of Russia. As was reported by 5 February, correspondent BakuToday the press-service of the departments, the audit revealed a number of violations.
Thus, the MAS to “Fuel” was the customer of auction within regional target program “expansion of the network of gas pipelines and construction of objects gasification in Kaluga region for 2007-2016 years (Gasification of Kaluga oblast in 2007-2016), and under subprogramme” dealing with the consequences of the Chernobyl disaster on the territory of the Kaluga region until the year 2010, as well as for other auctions. Preparation work on objects of construction and work should start well before the conclusion of the Government contract, and, in some cases, pending the outcome of the auction. These circumstances indicates that the contractor and subcontractor organizations knew who will won a public tender.
The audit conducted by the Antimonopoly Service above confirmed. In addition, Kaluga Russia UFAS was checked the documents given to the defendants, it was found that in 21 cases, contractors and external subcontracting organizations work at the sites, as well as preparation for the work began before the conclusion of the contract, therefore before sub-contracting.
On the basis of materials verification proceedings on violation of the Antimonopoly Law and business activities of the customer and the contractor were seen as steps for the conclusion of agreements leading to the limitation and elimination of competition.
