In particular, it repealed the Article of the Code, which determines the characteristics of land use regulation and development in the territories of the reorganization and development zones, because this rule provides the procedure for establishing temporary regulations for such areas. Temporary regulations allow operating capital construction projects in these areas, but not allowed to carry out urban development there. Excluded provisions of the Code, which established the need for harmonization of urban land planning with the executive authorities of Moscow: the fact that such an agreement GPZU are still under development, said Kuzmin.
