Tajikistan: footage of the Soviet period at the end of the

The Mayor of the capital of Tajikistan intends to hire professionals, graduates of universities before 1992, or graduates from foreign educational institutions. As a reporter BakuToday, administration 31 January in Dushanbe announced the competitive recruitment of managers and staff in several divisions of City Hall.

As reported by the Press Secretary to the Mayor of the capital of Tajikistan, Saidov Shavkat contest, preference will be given to the applicants, graduate from the universities of Tajikistan until 1992, and graduates of foreign universities experienced leadership in these industries. The Administration did not comment on the reasons for such decision, except that the Mayor will choose the most worthy professionals.

However, as noted in a conversation with correspondent BakuToday the expert Centre for strategic studies Firuz Saidov, in recent years, such conditions of competitions for the selection of experts becomes commonplace. “In particular, a number of Government and foreign organizations emphasize that the work will be taken by professionals who have graduated from universities in the Soviet years. Thus, that do not trust the call, which graduates of Tajik students have already completed in the years of independence. In principle, this is true. I believe that, in 1992 to 2002 year because of the fighting in the country, studying in higher educational establishments in Tajikistan was purely symbolic. In particular, this concerns the training of exact sciences. Therefore, the high demand for engineers, doctors and agricultural economists who studied in the Soviet period. Since 2002, the situation has changed a bit, especially in the preparation of future economists and lawyers. But in the exact items still dismal situation, and it seems to me that in the coming years, it is unlikely to improve. The main reason is that universities do not have the technical and material base for the exact sciences, “said the expert. At the same time, Saidov said that organizers of such competitions should be approached differently in each case, because there are rare occasions when the finished higher in the years of independence, you can find a good specialist.

Tajik authorities have made efforts in recent years for the opening of branches of foreign universities. In particular, such negotiations are conducted with Russia, Ukraine and Iran. In addition, each year, hundreds of young citizens are sent to study in foreign countries. But most of these young professionals prefer not to return to their homeland after graduation. Mestnichestvo, corruption, lack of decent living conditions and low pay discouraged young people from working in Tajikistan.

In the meantime, there is a lack of staff and on the upper floors. Previously, the President of Tajikistan Emomali Rakhmon stated that he “remained in the pockets of more and better training.” Last year, the international crisis Group (ICG) warned that in the coming years, Tajikistan will face a shortage of qualified personnel. According to the researchers, the number of specialists in the Soviet period, the country has declined and the training of young promising personnel has been slow.
